New catalog of fines, new points system, knowledge of traffic offenses and traffic offenses, OWiG
The reform of the points system and the catalog of fines represents the biggest change in more than 50 years. The new law has been in force since May 1, 2014.
Under the old law, misdemeanors were punished with 1-4 points, with a regular driving ban with 3 to 4 points. Traffic offenses were punished with 5-7 points.
Under the new law, serious traffic offenses are punished with 1 point, particularly serious offenses with 2 points and traffic offenses with 3 points.
Driving license revocation proceedings were initiated under the old law when the 18-point limit was reached and under the new law at 8 points.
The conversion of old points (as of April 30, 2014) in the central traffic register to the new driving license register is carried out as follows:

1 to 3 old points – 1 point
4 to 5 old points – 2 points
6 to 7 old points – 3 points
8 to 10 old points – 4 points
11 to 13 old points – 5 points
14 to 15 old points – 6 points
16 to 17 old points – 7 points
18 and more 8 points + disqualification from driving
Points and limitation periods
Serious misdemeanor – 1 point – expires after 2.5 years
Serious misdemeanor with driving license revocation – 2 points – expires after 5 years
Offense without driving license revocation – 2 points – statute-barred after 5 years
Offense with driving license revocation – 3 points – barred after 10 years
